Abstract

In modern liberal democracies, information affects the law and the democratic system. Based on Habermas and Kelsen, the article discusses the role of information and law in defining political power in the 21st century. The importance of social and environmental responsibility for democracy and public opinion is emphasised. The aim is to reassess the concept of the people represented in favour of a deliberative multitude and political plurality. Compliance with this principle of accountability could guide legislative action in regulatory gaps resulting from technological progress.
